EC Rulebook Publications Guide 2010
Sections of the Equine Canada Rulebook may be printed or viewed in
three different formats. Click on the link describing the effective
date in the table below.
- Clean Copy shows the final text as of January 1, 2010 only, plus all subsequent updates/revisions after January 1, 2010
- Changes Visible
this version shows all changes from the final 2009 edition. Additions
are underlined and in red ink (for the benefit of easy on-screen
reading and those with color ink printers). All deletions are presented
in strikethrough text, and the changes are underlined and have a bar in
the margin for quick reference.
- Amendments – are
updates/revisions made to the Section after January 1. These changes
will be included in both versions above. All documents will bear the
date of the last revision. This allows individuals to view and/or
download their preferred version:
1. Review on the screen and make pen & ink revisions to previous personal copy, or
2. Download the Amendments and cut and paste for a previous printed rulebook, or
3. Reprint the entire Rulebook, either as a Clean Copy or with Changes Visible.
To download your preference, click the effective date in the
appropriate box. This will open the file. You may either print the
document or save it to a disc or memory stick to have it printed by a
local print shop. For best results, ask the printer to use 28# laser
paper, double sided. Print the cover (first page) on card stock and
either three-hole punch or use a coil binding on the top margin for
durability.
Note: should you have difficulty in downloading any file, your web
browsers may require the “pop-up blocker” be turned off. Alternatively,
right-clicking on a document and selecting the “Save Link As…” command
will download the file.
Note: to print a specific page(s), use the document page number at the bottom of your screen, not the Rulebook page number.

Rules Amendment Process - All Sections
The following deadlines are an annual timeline for
accepting member submissions, creating Rule Change Proposals (RCPs),
adopting changes, circulating for Sport License holder/Discipline
comments, finalizing RCPs, fulfilling translation requirements,
education and web publishing for an annual effective date of January 1.

| Step 1: |
|
|
Consistent
with the provisions of the rules, “It is the right of every member of
Equine Canada to propose amendments to the Rules, subject to the
policies, procedures and schedules”. The deadline for member
submissions for inclusion in the January 1, 2011 Rulebooks is May 31.

Suggestions
for change will be directed to applicable rules committees for the
creation of RCPs and must state the existing rule, suggested change,
and rationale.

| Step 3: |
|
|
The
National Rules Committee will circulate Section A RCPs to the
Discipline Rule Committees for review and to confirm cross-references
by June 30.
|
| Step 4: |
|
|
Each
Section Rules Committee will meet prior to July 31 to accept, modify or
reject the proposed RCPs for inclusion in the 2011 Rulebook edition and
forward the RCPs for translation and public comment.

| Step 5: |
|
|
Notices
will be published that proposed changes for all Rulebook sections are
available for review and comment on the website with all
comments/suggestions being directed to specific e-addresses by
September 30.

| Step 6: |
|
|
NRC
and Discipline Rule Committees will meet (individually) by
teleconference or e-mail to consider pertinent public comments and
modify/correct/withdraw any RCPs requiring attention prior to October
15.

| Step 7: |
|
|
Education
process – advance circulation of final changes to Coaches, Officials,
and Organizers planning rules seminars/articles by November 1.
|
| Step 8: |
|
|
New editions posted to website in December 1, to become effective January 1, 2011.

RULE CHANGE PROPOSALS (RCP)
Revisions for the Equine Canada Rulebook for January 1, 2011
All Sport License holders have the opportunity to review proposed
changes for the Equine Canada Rulebook and forward any comments or
concerns to the individual Rules Committees responsible for each of the
Sections. Deadline for submissions – September 30, 2010
